Gov的网站看的,这一段是更进一步的解释了non-community licence or an international driving permit的定义:
http://www.direct.gov.uk/Diol1/MotoringDec...P_02=Q400c&Can you drive in Great Britain (GB) if your driving licence was issued in another country?
Conclusion

if you hold a driving licence from a designated country you may apply to exchange this for a British one up to five years after becoming a resident here
